Signs are up stating the river is open for chum retention.. There is no update on provincial freshwater site as of yet..

So are you able to fish the lower river for chums right now? The difference between ferdal and provincial jurisdiction is so bloody confusing. If it is open I'll go up this weekend and see if I can pick up any bright chums for the smoker, but I'll mainly be catching and releasing coho if I get into some. It's the cowichan river and the coho run is still ''early''. Do you think they'll open it for coho retention in a few weeks?

It's your call. It's the Provinces river. As of right now the lower river is closed until Nov. 15 or until they post an in season regulation change. Here:

I see the federal gov't says it's OK to take two chums, but it ain't their pond.

It's still closed for coho and, in any case, at these levels the river is blown out for any place that I'd want to fish. If we don't get any more rain, it might come down to a more fishable level in about a week, but I think the chum will be something you'd want to avoid by then.
